Synkronus Portal UI/UX Updates

Description

@Ndacyayisenga-droid noted a couple of issues with the current synkronus-portal UI and this PR addresses them.

1. Increase the blur on the Synkronus Portal login and dashboard background images (using new design tokens).
2. Give all expanded modals solid backgrounds and clearer borders in light and dark mode
3. Align Close/Cancel button styling across modals (with green hover for the Manifest Close button)
4. Fix the Manifest table header text so it’s readable in light mode.
