fix: remove hardcoded capability and evidence gates

Summary

Remove hardcoded capability and evidence-satisfaction gates across every adapter, preserving honest unresolved inventories and failing native admission closed until published RAES contracts can verify semantic task evidence.

• Remove static capability-to-probe joins and expose affirmative manifest leaves only as unresolved capability inventory.
• Stop hardcoded post-run evidence satisfaction and reject native runs before effects when task evidence cannot be verified from the published RAES manifest.
• Add repository-wide claim-integrity tests, exact clean-installed rejection probes, and updated researcher and conformance guardrails.
