test(cyborg): reproduce the public CAGE-2 protocol

Summary

Implements the complete CAGE-2 public-protocol reproduction apparatus and proves a bounded behavioral-baseline outcome reproduction without claiming submitted-agent, state, or backend equivalence. Generated evidence remains operator-owned and is not stored or referenced by the adapter repository.

Changes

• Add a frozen CAGE-2 public-protocol declaration, complete per-condition scheduler, RAES evidence capture, deterministic aggregation, tiered claim projection, and offline verifier.
• Add one predecessor-linked condition retry while retaining failed attempts and continuing later independent conditions after retry exhaustion.
• Keep generated study output outside the checkout and distribution at an operator-selected location, with no downstream repository or path binding.
• Document the bounded outcome-reproduction claim and add regression coverage for scheduling, evidence closure, leakage controls, CLI behavior, and clean recomputation.

Targeted reproduction/execution/CLI suite passed; the qualified-source 9,000-run matrix retained 9,000 valid runs and independently recomputed a bounded result; canonical Nox verification and Ground Control completion/policy verification passed with 89% coverage.
