This commit updates the `github_changelog_generator` configuration in `rakelib/changelog.rake` to select all tags starting with `9.`, and the `8.13.0` tag -- as that was the branch point where the `8.x` line split off. Signed-off-by: Charlie Sharpsteen <charlie@overlookinfratech.com>
