The first bootstrap run published core, bozorth3, mindtct, pipeline, and fp3; a crates.io new-crate rate limit stopped fprint-backend-libfprint. Reduce the workflow to that one crate so a re-run does not fail on the already-published five. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

The first bootstrap run published five of six crates; a crates.io new-crate rate limit stopped fprint-backend-libfprint. Reduce bootstrap-publish to that one crate so a re-run completes 6/6 without failing on the already-published five.
