What Does This PR Do
Adds the following items to the loadout menu:
Paperwork
General
Plushies
Uniforms and Casual Dress
Hats
Adds commas to the descriptions of mugs in the loadout menu while I'm in the neighborhood.
Implements the ability to customize descriptions and names of loadout items. This feature is disabled on racial items, and can be turned off by changing the appropriate var to FALSE.
Why It's Good For The Game
More customization for characters is good. More accessible and ordered loadout options are good. Missing cigarette types are not good.
