Description
Added automatic GitHub issue creation to the CI Additional workflow to notify maintainers when scheduled cron jobs fail. Since this workflow runs quarterly on a cron schedule, failures can go unnoticed. The new
create-issue-on-failurejob monitors the workflow execution and automatically creates a detailed issue with links to the failed run when any job fails during scheduled runs.Closes #2243.
