feat(site): overhaul master capability statement

Summary

• Replaces the standalone inline-style capability sheet with a shared Perseus site-shell Inspect/Decide surface.
• Reframes the master statement around the three-product system: live context, durable memory, and verifiable evidence.
• Adds current, claims-safe proof conditions, Cyber & Networks primary routing, C3BM enabling language, and conditional Electronic Systems language.
• Adds procurement/security posture, company data, print/save-PDF support, responsive layout, and links to benchmark methods/source materials.

Verification

• git diff --check passes.
• HTML parser check: balanced tags, no duplicate IDs, no missing local links.
• Local HTTP smoke: page and shared CSS/JS/fonts/favicon returned 200.
• uv run --with pytest --with pyyaml pytest -q tests/test_claims.py tests/test_claims_sync.py tests/test_capability_evidence.py: 16 passed.

Scope

Only government/capability-statement.html changes. The page is not live until this PR is merged and the legacy GitHub Pages deployment is verified.
