Summary

The live /government/ route was still a long sovereignty/product landing page. That made the capability statement hard to find and forced visitors through unrelated sections.

This change makes /government/ a single-purpose capability-statement page:

  • master PDF download is the first action and appears in the hero;
  • the three tailored versions are presented as one clearly labeled list;
  • the page explains exactly what is on page 1 and page 2;
  • procurement facts are reduced to a compact “at a glance” row;
  • the nav/footer label the route “Capability statement,” not “Sovereignty”;
  • added regression checks ensure the old long-form markers do not return.

Verification

  • Targeted capability/download and claims-sync checks: 6 passed.
  • Local HTTP smoke: route 200; all four PDF assets 200 with application/pdf.
  • All four PDFs remain two-page Letter documents.
  • git diff --check clean.
