docs: retire construction-phase notes#6

All 🚧 build-status callouts and '(lands in Phase N)' parentheticals pointed at the now-closed build tracker (#1); every referenced surface exists and is merged. The maintainer doc's wiki-currency section now describes the live workflow instead of promising it. Found while assembling the chat-surface smoke payload (#4): a chat user pasting AGENTS.md would have been told the assistant is under construction. The build tracker (#1) is closed and every promised surface is merged, but AGENTS.md/README/skills-index/wiki still carried 🚧 build-status notes and '(lands in Phase N)' parentheticals — a chat user pasting AGENTS.md per llms.txt would be told the assistant is under construction. Found during the #4 smoke prep. All currency legs re-run green (audit 0, citations 0, idioms clean, provenance --strict 0/0).
