Resolves the contradiction in the BUSL Additional Use Grant: (a)/(b)/(c) Commercial-Use definition is authoritative, free-use list is subordinate. Uniform Change Date 2030-07-11 → MIT. Re-release so the TestKit/Wireless/NanoFramework.TestKit packages carry the corrected terms (core stays MIT).
