This PR upgrades the project to npm v12, which added stricter settings that give us fine-grained control over which packages are allowed to execute install scripts.
It also fixes a bug that was prevents us from turning on the strict settings in the main repo -- running
npm installinside of thepreinstallhook causes v12 to fail with those settings enabled.
