Adds exact Q(omega) arithmetic for qutrit third-turn phases and collapses phase-distinct qutrit Weyl terms into exact cyclotomic coefficients. The bounded QMath gate covers 1+omega+omega^2=0, omega^3=1, exact conjugate/norm/inverse, fail-closed non-third phases, exact [X,Z]=(1-omega)XZ collapse, phase-orbit cancellation, unresolved-state rejection, and qutrit-space enforcement. Research-only stacked successor to PR71; no merge or production promotion is authorized.
