Adds exact qutrit Clifford conjugation over the accepted Q(omega)/Weyl layer: Z3 symplectic matrices with exact validation/composition/inverse, exact Fourier/phase/SUM generator maps, Clifford composition/inversion, cyclotomic Weyl-algebra transforms, bounded program compilation and fail-closed resource/domain checks. The existing QMath carrier now gates exact generator identities, two-site SUM, inverse reconstruction, cyclotomic coefficient retention, nonsymplectic rejection, local-dimension rejection and resource caps. Research-only stacked successor to PR72; no merge or production promotion is authorized.
