This PR includes two main features:
Add short forms for all CLI flags - Implements short form alternatives for all command-line flags in the jira-parser application:
Updated CLI documentation and README.md with examples of the new short flag usage.
Add QA Owner field support with fallback - Adds support for the QA Owner field in Jira tickets with a fallback mechanism to use the last QA comment when the field is not available.
