Create premade foxglove layouts

Currently, foxglove boots with an example layout, which means that you have to rearrange the dashboard every time you want to use foxglove.

Create a premade layout with multiple tabs:

1. One that we can use to visualize the robot and its perception in 3D space
2. One that we can use to easily debug topics (should be text based, allowing you to look at all available topics, view the output of multiple topics at once, and even manually publish topics using foxglove)
3. One that we can use to view the TF tree

There will likely be more tabs or other related tasks in the future, this is a starting point to make people acquainted to using foxglove for solving problems
