docs: add French translation of security policy - #105

Mirror the README's bilingual setup for the security policy. Add doc/SECURITY.fr.md as a faithful translation of the root SECURITY.md, and cross-link the two through the same language switcher used across the documentation so readers can move between English and French. Point the French README's security link at the new translation instead of the English policy.
