Force-pushed to fix the failing CodeQL analyze (C#) check.

The analyze step refuses to run against a database created by a different action version:

init and codeql.yml's analyze must therefore move in lockstep. This branch now bumps both github/codeql-action/init and github/codeql-action/analyze to 4.37.1 (7188fc3) in a single commit, and is rebased on the current main.

Because this now covers the analyze bump too, it supersedes #260, which I'll close as redundant. (Note: the branch was rewritten, so Dependabot will no longer auto-manage it.)
