Bump Windows SDK and AppSDK versions, update CHANGELOG date#2

Update NuGet package versions to newer patch releases: Microsoft.Windows.SDK.BuildTools 10.0.26100.7463 -> 10.0.26100.7705 and Microsoft.WindowsAppSDK 1.8.260101001 -> 1.8.260209005. Also normalizes the project file encoding (UTF-8 BOM added). These updates bring in upstream fixes/compatibility improvements from the SDK packages.
Bump the release date for version 1.4.0 in CHANGELOG.md from 2026-02-17 to 2026-02-19 to reflect the corrected publication date.
