Note: I'd still like to get some clarity on what to do about subtle or at least see how the changes impact downstream crates, so this is set as draft, and also post-dated for tomorrow

Since ConstantTimeEq is removed I think we can migrate digest to ctutils. Later we could add a feature-gated impl if someone needs it. It could mean that downstream users may have both subtle and ctutils in their dependency tree, but I don't think it's a big issue.
