Adds a SetSubAgents Pixel reactor that writes CONFIG_JSON.subagents[] on a workspace, mirroring SetAgentHooks. Validates alias, workspaceId, and that the target workspace exists. GetWorkspace already surfaces the config so no read reactor needed.
