docs: bring consultation status in line with the recorded dispositions

The Consultation status section lagged the 12 August disposition round. Inaccurate statements corrected:

• "Consultation issues remain open while their dispositions are recorded" — recording is complete; a final disposition is posted on every consultation thread. Replaced with the present-tense state: dispositions recorded, accepted core changes tracked on the v1 release candidate milestone towards the 21 August 2026 schema freeze.
• "An open issue does not mean its proposal has been accepted" — no longer the right caution now that accepted threads deliberately stay open pending their recorded follow-ups. Replaced with: each thread's outcome label and disposition comment, not its open or closed state, record the decision.

No other statement in the section contradicted the post-disposition state; the disposition checklist, contribution routes and preview-status wording are unchanged.
