Вот этот бы файл утащить из какого-нибудь репозитория, похоже, что он всегда одинаковый для этого камня. Аналогично для f4

Нет, он не всегда одинаковый. Там есть различные возможности настроек периферии. Например можно использовать DMA, а можно нет. Тактировать АЦП от таймера или запускать его софтово. И этот файл лучше делать под конкретный проект, конечно будут одинаковые строчки, но могут быть и изменения
