refactor: convert edge:drivers:uninstall command to yargs

• converted edge:drivers:uninstall command to yargs
• fixed hub list to not include hubs for which the driver is not installed
• updated functions to support previous bullet point, including allowing a custom "not found" message
• updated relevant unit tests
