Summary
Synchronize the engineering backlog after the EF-0009 fake-client regression test and the newer Lattice / Fog Shell command-bundle tranche.
This PR records that:

The backlog still described NetworkPolicy tests as a residual follow-up even after PR #36 merged. This PR removes that stale state.
