Adds ADR 0001 defining the boundary between workstation/profile contracts and execution/audit contracts (Run Capsule, Agent Contract), and clarifies phased schema introduction.
Context: aligns GNOME/DevEx workstation work with the SourceOS execution fabric without creating a parallel authority plane.
