Adds ADR-0001 proposing TruthSurface (B¹¹) and DeltaSurface (Δ) contract types, expresses PBAC egress grants as a CapabilityToken profile extension, and standardizes Freeze→Fork→Kill incident semantics as contract-level events.
Key intent: reuse-first (CapabilityToken, control-plane event conventions, skill policy pack posture) and keep enforcement out of sourceos-spec.
