Add @tailwindcss/cli for Tailwind v4 compatibility

Tailwind CSS v4 moved the CLI from the core package into a separate @tailwindcss/cli package, breaking the build.

Changes:

• Added @tailwindcss/cli as devDependency alongside tailwindcss
• Reordered --watch flag in npm scripts for proper argument positioning

The build and watch commands now execute successfully:

npm run build  # ✓ Generates main.css
npm run watch  # ✓ Watches for changes
