Mirrors substrate's publish.yml exactly: tag-triggered (v*) validate -> publish -> release pipeline, gated behind the NPM_PUBLISH_ENABLED repo variable as a defense-in-depth safety switch, with a version-lockstep gate and a CHANGELOG-entry gate before anything reaches the registry.
