This PR adds Russian translation for the media skill.
Changes
The translations follow the existing Russian sentence patterns and include various natural phrases users might say when controlling media playback.
Testing
Tested that the YAML syntax matches the format of existing Russian skill files (e.g., weather.yml, open.yml).
Closes #N/A (new feature)
