docs: move phased-build roadmap to Projektor, fix README link - #121

Roadmap/planning content belongs on Projektor, not in the repo. Replaces the phase 1-6 list with a pointer to the CD-165 (perf) and CD-156 (cofferdam context) epics, which supersede it.
