docs: point README and MAINTAINERS at ROADMAP.md (CD-389) - #222

#121 and #221 landed within minutes of each other and left a contradiction: both README and MAINTAINERS directed readers to the Projektor tracker for the roadmap, but that tracker is private. Sending external contributors to a place they cannot open is the exact gap ROADMAP.md was added to close. Public roadmap now points at ROADMAP.md; Projektor is described as what it is — private, detailed ticket tracking. MAINTAINERS also picks up the sync obligation and drops two stale epic refs for the current one. README.mdandMAINTAINERS.mdtold readers the roadmap is "tracked on Projektor". Projektor is private — so an external contributor following that pointer hits a door they cannot open. That is precisely the gapROADMAP.md(#221) was added to close, and #121 reinforced it on the way past.Changes:
README.md§ Status → points atROADMAP.md, describes Projektor honestly as private detailed tracking. Also drops the stale "Phase 4, in progress" framing, which the 0.5 → 1.0 repositioning supersedes.MAINTAINERS.md§ Roadmap → same pointer, plus the sync obligation (keepROADMAP.mdcurrent at each workstream boundary), and swaps two stale epic refs (CD-165, CD-156) for the current one (CD-348).Docs-only, two lines changed.
