Adds a new command group txc workspace localization that lets AI agents translate a power platform project into a new language without touching XML by hand. The flow is export -> fill JSON -> import: the CLI extracts source strings into a directory of small per-source-file JSONs, the LLM fills the empty target fields, and the CLI applies them back into the right XML
