Add release and Postgres ops tooling

Summary

• add guarded PostgreSQL backup and restore scripts for Docker deployments
• add Dockerized GoReleaser helper and CLI release artifact installers
• wire deploy script to create pre-deploy backups and optionally install CLI artifacts

Verification

• pnpm exec prettier --check README.md package.json CONTINUE.md CONTINUE_LOG.md
• pnpm run check:text
• PowerShell CLI release installer smoke test with fake starterctl artifacts
• git diff --check

Note: POSIX shell syntax checks could not run locally because this Windows host bash.exe points at a broken WSL installation.
