Add Intelligence controls to Mission Control

Summary

• add one System workspace for the local Codex bridge and hosted SecOpsAI ChatGPT app
• add fixed action selection, target-aware job creation, durable job review, queued-job cancellation, and service controls
• add local-helper and Cloudflare Worker gateways with separate server-side credentials
• add desktop/mobile styling, operator documentation, browser fixture, and a repository CI workflow

Security boundary

• no arbitrary prompt or command input
• local write actions require a dedicated action credential
• hosted actions require an authenticated Supabase operator and use a server-side Core token
• ChatGPT, Core, and integration tokens are never emitted through browser configuration
• running jobs are not presented as safely cancelable

Verification

• 64 Python tests and 13 subtests passed
• JavaScript Worker and console tests passed
• Node syntax checks passed
• desktop and 390 px mobile browser review passed
• workflow YAML and repository diff checks passed
