docs: Spec RFC count 41 -> 51 (badge + claims-audit)#637

The test/fixture numbers were already refreshed to the 2026-06-24 audit (1668 / 182) by a prior pass; only the Spec-RFC tally lagged. Update it to the current docs/rfcs/README.md index: 51 Spec RFCs (8 accepted, 37 implemented, 5 draft, 1 open), ~662 total docs. Ten new Spec RFCs since: 0616/0617 (declared-intent, per-domain learned policies), 0630/0665 (relative-motion drive/turn + radius), 0631 (evidence tags), 0638/0639 (execution contract, parameterized behaviors), 0666/0667/0668 (native model, envelope enforcement, rehearsal).
