feat: Link VT Facilities with Waiting List + Auto Add/Remove

Summary of changes

Some QoL features for the planned use of waiting lists for VT.

• Allows VT facilities to have a waiting list associated with it.
• When accepting an application you can add the member to this waiting list instantly.
• When cancelling an application if the member is on the linked waiting list they are removed.
• Added a new reason for removal VT Application Cancelled
