Enable Manual Release with Custom Tag and Fix Toolbox Packaging

Updated .github/workflows/release.yml to:

1. Add a workflow_dispatch trigger with a tag input.
2. Use ${{ inputs.tag || github.ref_name }} for GITHUB_REF_NAME in the MATLAB packaging job and the release name, allowing manual overrides.
3. Fix the matlab.addons.toolbox.ToolboxOptions constructor call by passing the GUID as the second positional argument and other properties as Name-Value pairs.
4. Update the toolbox Author Name to 'Van Hooser lab' and Email to 'vanhoosr@brandeis.edu'.
