What does this PR do?

Restores the console usage graph files to the current upstream implementation and removes the fork-only usage-time helper from the release-hardening branch. This reduces unneeded fork drift in an upstream-owned console surface.

How did you verify your code works?

  • git diff --check
  • Compared touched console files against upstream/dev; they match exactly
  • npx --yes bun@1.3.13 run typecheck from repo root
  • pre-push hook ran bun turbo typecheck
