This PR adds missing s390x and ppcle64 binaries of protoc, required for building vector on respective architectures.

These binaries are copied from https://github.com/protocolbuffers/protobuf/releases/tag/v3.15.8

A PR to update upstream is also sent. danburkert/prost#1
