Overview
Updates backend/packages.json to source VirtoCommerce.FileSystemAssets from the AzureBlob feed (BlobName VirtoCommerce.FileSystemAssets_3.1000.0.zip) instead of pinning it in GithubReleases (previously Version 3.808.0).

Also includes minor JSON formatting/whitespace cleanup (and leaves the file without a trailing newline).
