v1.3.8 发布准备
配合 PR #39（离线英语语音模型改为
voice.shadow.wangCDN 分发）同步版本号与相关文档，保持一致：package.json/package-lock.json：1.3.7 → 1.3.8CHANGELOG.md：新增 [1.3.8] 条目RELEASE_NOTES.md：新增 v1.3.8 条目（验证结果、发布包、部署清单）README.md：版本徽标与"当前边界"版本号，英语发音描述改为 CDN 分发（约 63.5MBen_US-ljspeech-medium），致谢同步docs/user-guide.md：国产 Android 语音兜底描述改为 CDN 首次下载并缓存THIRD_PARTY_NOTICES.md：补充 CDN 分发模型en_US-ljspeech-medium的来源与许可证说明验证
npm run verify通过（构建 + 72 个单元测试 + 安全/公开仓库检查）npm run release:check通过（release artifact 23 项，vendored 资源与哈希匹配）
