This is where you can edit individual players restrictions, limits, and loadouts.

The list shows the last 50 players that have been on the server and the currently online players. The online players are marked with green. You can search for any user who has ever been on the server using their name or steamid.

You can select a player and edit their restrictions, limits, and loadout using the buttons on the top right. This will show the same interfaces for restrictions, limits, or loadouts, the only difference is that the usergroup lists have been removed.

User restrictions, limits, and loadouts will override usergroup restrictions, limits, and loadouts.
