Deploy control plane through custom domain

[timkpaine]

Disables the unconfigured workers.dev target. Terraform owns updates.python-templates.dev, so Wrangler only needs to upload and activate the Worker service.

Type checking, six Worker tests, and the Wrangler dry-run build pass.
