Neighborhoods

Initially neighborhoods will be a simple tag type for Venues (note: not events)

We might eventually like to have geometry for neighborhoods, and assign venues to neighborhoods automatically via geocoding. For this we would need high quality neighborhood geometry. Rather than develop our own, it makes sense to contribute to/use OSM data. At this stage however, neighborhood geometry is not available. See OSM/Neighbourhood and OSM/Talk:Neighbourhood.
