Follow-up to #1719. Keeps the fix prompt/profile-only: adds Tiny Local misformat recovery, tightens duplicate recovery for Qwen thinking-mode behavior, and ensures Tiny Local subordinate examples use profile: tiny-local instead of long/default profiles. Verification: py_compile tests/test_default_prompt_budget.py; git diff --check; qwen3.5:9b smokes for misformat, repeat, and call_subordinate profile selection.
