Documents the non-secret authority descriptor an observer receives on
job.subscribed, aligning the spec with the SDK schemas (which already declare
these fields):

  • lease_constraints (expiry) — already sent by the TS runtime; now documented.
  • budget — current per-currency counters; lets an observer render a live
    budget gauge (cap from the lease's cost.budget pattern + cost.budget.remaining metrics).
  • Reaffirms that credentials follow the submitter only and are redacted
    for other observers (§14).

These bounds follow the observing principal, not the submitter — the
distinction that lets dashboards show expiry/budget for jobs they observe
without exposing secrets.

Implemented in agentruntimecontrolprotocol/typescript-sdk#149; tracked for the
other SDKs.
