[WIP] Fix failing tests in Constitution Enforcement

52 and 53 pull requests failed for whatever reasons, 51 was squashed and merged but somehow it got past failing tests and getting merged, i notice 52 and 53 reference 51 but now 54 has to be made and see if i can now make a pr and not be blocked, figure
