feat: formalize labor rights domain, wage theft immune system, and institutional accountability architecture (#74)

• ontology/case_studies.json — removed hours/wage calculations, room counts, self-characterization from CS_LAB_001–003; replaced with public-record-only descriptions
• ontology/case_studies_labor.json — removed workload_calculation block, specific hours, damage figures, "without formal complaint" language; fixed privacy_boundary REDACT/PUBLIC lists; replaced "medical" with "medical information"
• ontology/labor_violations_registry.yaml — replaced all evidence_summary sections with public-record citations; removed duration/total_unpaid_hours/estimated_stolen_wages fields; removed "5.75-hour", room counts, "non-confrontational", "5.75-hour limit"; fixed privacy_boundary lists
• core/labor/institution_mapper.py — replaced Bay District Schools evidence_summary strings with public-record citations (PERC 1980, RUSHINS 2023, 2025 principal); removed "5.75-hour schedule", "4.5 unpaid hours/day", "Non-confrontation treated as implicit consent"; removed 'you can work unpaid, no problem' quoted language
• docs/DISTRIBUTION.md — removed "5.75" from falsifies_if example; replaced "you can work unpaid" with generic structural description
• All JSON/YAML valid; 47/47 tests still passing
