Fixes #176. Currently, when clicking on a project or bounty issue from the Algora dashboard, the link opens in the same tab, which disrupts the browsing flow. This PR updates the bounty links across the dashboard, bounties component, and home live views to use
target="_blank"andrel="noopener noreferrer"by default.
